CISD GOAL #2
All English learners will become proficient in English and reach high academic standards, attaining, at the minimum, proficiency or better in the foundation curriculum.
The purpose of grants made to school districts under Title III, Part A of the No Child Left Behind Act (NCLB) is to improve the education of English learners by assisting children to learn English and to meet challenging State academic content and student academic achievement standards.
In carrying out activities with Title III, Part A funds, Canutillo ISD uses approaches and methodologies based on scientifically based research in teaching English learners and immigrant children and youth for the following purposes:
1) Carrying out highly focused, innovative, locally designed activities to expand and enhance existing language instruction educational program and academic content instruction programs;
2) Implementing, within an individual school, school-wide programs for restructuring, reforming, and upgrading all relevant programs, activities, an operations relating to language instruction educational programs and academic content instruction.
- Upgrade program objectives and effective instructional strategies for English Learners (ELs).
- Improving the instructional program for ELs by identifying, acquiring, and upgrading curricula, instructional materials, educational software, and assessment procedures.
- Providing tutorials and academic or vocational education for ELs and intensified instruction.
- Developing and implementing elementary school or secondary school language instruction educational programs that are coordinated with other relevant programs and services
- Improving the English proficiency and academic achievement of ELs.
- Providing community participation programs, family literacy services, and parent outreach and training activities to ELs and their families to improve the English language skills of EL children and to assist parents in helping their children to improve their academic achievement and becoming active participants in the education of their children
- Improving the instruction of ELs by:
(a)providing for the acquisition or development of educational technology or instructional materials and incorporating these resources into curricula and programs and
(b) providing access to, and participation in, electronic networks for materials, training, and communication, and incorporating these resources into curricula and programs
Federal vs. State Funding
- Title III Funds MUST NOT be used to fund programs that the state is required to provide and fund.
- Title III Funds MUST SUPPLEMENT and NOT SUPPLANT state-required programs and services.
- Conduct information analysis to identify needs of ELs
- Develop an instructional plan to address needs of ELs
- Implement an evaluation plan which includes measurable objectives
Plans must:
- Describe programs and activities proposed to be developed, implemented, and administered with Title III funds.
- Describe how the funds will be used to meet the annual measurable achievement objectives (AMAOs).
Campus Strategies
Bill Childress Elementary
English learners will receive Career Awareness instruction during the summer to develop leadership skills that provide support for transition into the middle school.
Instructional materials will be acquired to improve the instructional program for ELs.
Implementation of vertical teams with the purpose of improving instruction by aligning the curriculum, providing grade level planning, and to provide opportunities for teachers to support and share their expertise with each other.
Conduct professional development focused on program models, assessment, and core curriculum.
Canutillo Elementary
Language Development through Fine Arts is an after school program approach to help students develop their second language skills through literature, poetry, photography, watercolor and oil painting, and computer design. Parents are invited to participate side-by-side their children in an effort to strengthen school and family links.
Newcomers of Extended Day is an approach to provide support for those ELs who are new to the district and who are identified by their teachers as students who would benefit from additional social and academic support.
Travel for Professional Development for TWBP teachers to provide them with the opportunity to expand their knowledge-base in bilingual education theory and best practice.
Parent Leadership Development to train a cadre of volunteer parents in developing leadership skills and to empower them so that they can become full partners in the education of their children.
Jose Damian Elementary
Bilingual and TWBP teachers will participate in professional development focused on program models, assessment, and new ESL software.
Teachers will provide tutorial, academic education and intensified instruction for English learners.
Instructional materials will be acquired to improve the instructional program for EL students.
Staff Travel for Professional Development for TWBP teachers to provide them with the opportunity to expand their knowledge-base in bilingual education theory and best practice.
Professional development focused on program models, assessment, and core curriculum.
Deanna Davenport Elementary
New instructional materials will be purchased to enhance district's bilingual models.
Apply intervention strategies for at risk students through teacher study groups and extended day instruction.
Extended day Academics in a Second Language Program for beginner and intermediate English learners.
Staff Travel for Professional Development for TWBP teachers to provide them with the opportunity to expand their knowledge-base in bilingual education theory and best practice.
Professional development focused on program models, assessment, and core curriculum.
Canutillo Middle School
Integrated In-School Tutoring. An Academic Tutor will provide instructional support to EL and immigrant students in need of additional help in their daily class work through an intensive tutorial program.
New instructional materials and computer hardware will be purchased to enrich the educational program for English learners.
Content teachers will be identified and recruited to participate in an ESOL Teacher Certification Course for college credit.
Canutillo High School
Content teachers will be identified and recruited to participate in an ESOL Teacher Certification Course for college credit.
